Aizawl (zoramobserver.com): Mizoram Assembly yesterday repealed the 9-year-old ‘The Mizoram Parliamentary Secretaries(Appointment, Salaries, Allowances and Miscellaneous Provisions) Act, 2009’ on the first day of a three-day long winter session.
The Mizoram Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) (Repeal) Bill, 2017, introduced by house leader and Chief Minister Lal Thanhawla was unanimously passed by all members of the legislature.
Earlier on August 30, all the seven parliamentary secretaries had tendered their resignations following the Supreme Court ruling on the The Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act, 2004.
The seven parliamentary secretaries were K S Thanga, H Zothangliana, Lt Col. Z S Zuala, K Lalrinthanga, T T Zothansanga, Hmingdailova Khiangte and Joseph Lalhimpuia.
As summoned by Governor Lt. Gen. Nirbhay Sharma (Rtd), a three-day long Winter Session of the Mizoram Legislative Assembly began at the Assembly House in Aizawl on Wednesday.
The House paid rich tribute to three former legislators – Zakhu Hlychho, F Lalzuala and Colonel Lalchungnunga Sailo who died this year.
Lal Thanhawla made obituary references to the departed leaders and recalled the great service rendered by them as legislative members.
Former minister and veteran politician Zakhu Hlychho died at the age of 75 at Aizawl Civil Hospital due to stroke on September 6. He was a pioneer leader and politician among Mara tribes of Mizoram and elected to the state legislative assembly from Saiha constituency on Mizo National Front ticket in 1993. Later on he switched to Congress party after he got elected and was made a Cabinet minister in the Lal Thanhawla’s ministry.
Whereas former minister Colonel Lalchungnunga Sailo died on 11 November this year at the age of 79, former member F Lalzuala left for his eternal abode on July 14 this year at the age of 68.
The House also unanimously passed The Mizoram Cooperative Societies (Amendment) Bill, 2017 andthe Mizoram (Pension for members of the defunct Mizo Regional Council and the defunct Pawi – Lakher Regional Council (Amendment) Bill, 2017 after discussion.
The Assembly Secretariat has received 106 Starred Questions and Six Unstarred Questions to be discussed during the session.
